    Travelling with medicinal products

    Travellers arriving to or departing from Estonia have the right to carry medicinal products for personal use. Depending on the specific medicine, the amount carried and country of destination a permit from the State Agency of Medicines may be required. This permit will verify that the medications have been prescribed to you by your physician and acquired from an authorized pharmacy and that you are not engaging in illegal trade of medicines.

    If you are travelling with medicines that do classify as narcotic drugs or psychotropic substances, the need for a permit depends on whether or not you visit a Schengen area country and also on how much of these medicines you will be taking with you on your travels. Schengen Area countries as of 03.05.2017 are: Austria, Belgium, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Slovakia, Slovenia, Spain, Sweden, Switzerland.

    If you are travelling to (or visit during your travels) any of the abovementioned Schengen area countries and bringing along narcotic drugs and/or psychotropic substances, you will need a Schengen certificate issued by the competent authority in your Schengen state of permanent residence. The competent authority in Estonia is the State Agency of Medicines, thus if your permanent place of residence is in Estonia, the State Agency of Medicines will issue you a Schengen certificate.

    If you are bringing along narcotic drugs or psychotropic substances and travelling to a non-Schengen country, the need for a permit depends on the amount of medicines carried:

    1. If you are bringing along up to 1 package of medicine that contains narcotic drugs or psychotropic substances and the package size of this medicine does not exceed 30 units (tablets or capsules) or 25 ml in liquids, you do not need a permit from the State Agency of Medicines. In this case you will only need to bring along a signed note from your doctor on the need of these medicines or a copy of the prescription.
    2. If you are bringing along more than 1 package of medicines that contains narcotic drugs or psychotropic substances or the size of the package exceeds 30 units (tablets or capsules) or 25 ml of liquids, you will need a permit from the State Agency of Medicines.

    If you are travelling with medicines that do not classify as narcotic drugs or psychotropic substances (in case of doubt please ask your doctor or pharmacist whether the medications you use belong to these classes), you will need a permit from the State Agency of Medicines in the following cases:

    1. The amount of medicines you will bring on your travels exceeds 10 different pharmaceutical preparations
    2. The amount of one medicine you will bring on your travels exceeds 5 retail packages
    3. The package size of one medicinal product you will bring on your travels exceeds the following:
    • 200 tablets or capsules
    • 500 grams of powder for solution
    • 500 millilitres of solution for infusion or oral solution
    • 30 ampoules or vials of injectable dosage forms
    • 200 ml or 200 g of medicinal products for external use
    • 200 doses of inhalation preparations
    • 10 units of medicated plasters
    • 50 grams of homeopathic granules

    In order to acquire a Schengen certificate or a permit from the State Agency of Medicines, you will have to:

    1. Fill out the application form (download here or ask for the printed form from your Estonian doctor or pharmacist)
    2. Sign the filled application form digitally or print it into paper form and sign by hand
    3. Send the filled application form to the State Agency of Medicines

     

    ADDITIONAL INFORMATION

    • The permits to travel with narcotic drugs or psychotropic substances (including the Schengen certificate) will be issued for the maximum quantity of up to 30-days treatment
    • The permits to travel with medicines (except for narcotic drugs or psychotropic substances) will be issued for the maximum quantity of up to one year treatment
    • The State Agency of Medicines issues Schengen certificates only to people whose  permanent place of residence is in Estonia
    • You can apply for a permit to travel with medicines to and from Estonia regardless of your permanent place of residence
    • The applications for the permits must be sent to the State Agency of Medicines at least 5 working days before the beginning of the travel
    • The permits to travel with medicines will be sent to the address of permanent residence marked on the application
    • If the prescription medicines you will be bringing along to your travels are prescribed to you by an Estonian doctor, the State Agency of Medicines will be able to check the prescription and purchase data from Retseptikeskus after you have sent us your application, thus you will not need to attach a doctor’s note to your application
    • The State Agency of Medicines strongly advises you to check the regulations for travelling with medicines of the country (countries) of destination and the countries you will be passing through during your travels
    • The State Agency of Medicines does not recommend taking the medicine out of it’s original package. For example if you remove two blisters from the original package, the two blisters are considered as two separate packages. It is not allowed to take medicines with you in a pill organizer
    • The package of the medicine you will be bringing along to your travels must contain the manufacturer’s information about the name and the active substance of the medicine
